How does WorkSafe NZ define and regulate lone working?

A worker in distress in a remote New Zealand valley cannot be saved by a PDF policy.
When communication fails, the gap between “compliance” and “safety” becomes a matter of life and death. Under the Health and Safety at Work Act 2015 (HSWA 2015), New Zealand PCBUs are legally required to manage the risks of lone work to ensure worker safety so far as is reasonably practicable.

Duty of Care Is Measured by Action, Not Documentation
The HSWA 2015 places the primary responsibility on the PCBU to identify hazards associated with isolated work and implement effective controls. This legal obligation means your safety systems must be capable of detecting an incident and triggering a rescue in real-time, regardless of where the worker is located.

The Liability Gap Between Policy and Reality
What we consistently see in New Zealand is a reliance on mobile phone apps or “scheduled check-ins” that fail the moment a worker enters a cellular dead zone. Relying on a device that requires manual interaction during a medical emergency or assault leaves your worker unprotected and your organisation exposed to significant liability.

Connectivity That Matches the Terrain
Genuine protection requires purpose-built hardware—such as satellite-connected devices for remote areas—that functions independently of mobile networks. To meet a true duty of care, systems must feature No-Motion Alerts to protect unconscious workers and be linked to a professional monitoring centre to ensure an immediate, coordinated response.
