In Australia, PCBUs are legally obligated to manage the risks of remote and isolated work through effective communication systems. In New Zealand, the HSWA 2015 requires employers to ensure the safety of workers so far as is reasonably practicable, meaning a policy document is insufficient if a worker cannot call for help in real-time.
The danger of the ‘paper safety’ gap
Many organisations rely on mobile phone apps that cannot be worn on the body or PLBs that offer only one-way communication without monitoring centre integration. We’ve found that relying on SMS is a significant risk; for example, the NZ Government’s 2018 “Unauthorised SMS messaging act” can filter out provider server messages, leaving a worker stranded despite an alarm being triggered.
